Originally, Livre.Jor was created to make journalism out of the government's active transparency tools, from the official gazette to budget systems and reports. Founded by two journalists from Paraná, the agency also emerged in a context of professional discomfort with the declaratory political journalism of the 2010s, mainly promoted by political blogs from Paraná, the state covered by Livre.Jor.

With the advance of transparency laws and the popularization of the Access to Information Law, passive transparency tools were also incorporated to kick-start the stories. Official data on politics, public security, the use of public resources, and other issues are in the sights of the journalist-moscas (flye, as they call themselves and position themselves).
