The idea for REPORTER came from journalists Christoph Bumb and Laurence Bervard, who left their jobs in a leading Luxembourgish news media outlet (political editor and business editor, respectively) to work on more in-depth stories but also to have more journalistic freedom.
The founders organised a crowdfunding campaign in late 2017 that allowed them to collect over 180,000 euros and get started with the project. The organisation rejects all donations or advertisements in order to maintain its independence. Over 70% of its revenue comes from yearly subscriptions by citizens in Luxembourg.
The team of 10 journalists works on long-term investigative and political pieces which sometimes allows them to work on cross-border projects or in collaboration with other investigative digital media outlets in countries across Europe, as well as with the International Consortium of Investigative Journalists (ICJI).
The media outlet publishes in German and French, two of the country's three official languages. However, its podcast covers the third country's official language, Luxembourgish. Although most of the information is still in German, the founders are considering expanding to English, as 50% of the Luxembourgish population are foreigners and might not fully understand the country's official languages.
The organisation had to deal with some SLAPP cases but won all of the lawsuits. Due to its investigative nature, the newsroom has saved intelligently and allocated a budget to cover the potential SLAPP suits that might arise from its investigations. The team participated in the Panama Papers investigation.
